Agenda Item #1- Retirement Board Election Results
The Retirement Board Election results have been posted. Thomas M. Scanlon has been re-elected to the Springfield Retirement Board for another term commencing on July 1, 2026 through June 30, 2029.
Agenda Item #2-Minutes
Motion made by Schmaelzle to approve the minutes of the meeting held on June 10, 2026, second by Kennedy. Scanlon, yes, Kennedy, yes, Schmaelzle, yes, Burns, yes, Moynihan, yes.
Agenda Item #3-Accidental Disability Application-Gustavo Olivo-Police Department
The medical panel results were reviewed and discussed. Motion was made by Scanlon to accept the responses of the medical panel for Accidental Disability benefits submitted by Gustavo Olivo, the evidence of the application, and approve the Accidental Disability benefits, second by Kennedy. Agenda Item #4-Superannuation Applications
Motion made by Scanlon to approve the acceptance of the following Superannuation Applications: Neville Anglin, Tobacco Control Coordinator, Health Department with 27 years as of July 18, 2026; Caroline Calcasola, Sped Paraprofessional, School Department with 12 years as of July 13, 2026; Marisol Garcia Cabrera, Sped Paraprofessional, School Department with 35 years and 9 months as of June 30, 2026; Heather Haskell, Director, Library & Museum with 17 years and 1 month as of July 7, 2026; Steven Kent, Deputy Police Chief, Police Department with 34 years and 3 months as of July 5, 2026; Carol LePage, Library Copy Cataloger, Library with 27 years and 8 months as of June 24, 2026; Edward Stefanik Jr., Maintenance Supervisor with 42 years and 9 months as of June 25, 2026; Kevin Sullivan, Police Officer, Police Department with 30 years and 1 month as of July 4, 2026, second by Burns. Agenda Item #6-Warrants
Motion made by Burns to approve and reaffirm the approval of the following warrants: Warrant #45 Refunds in the amount of $250,042.88, Warrant #46 Transfers in the amount of $189,570.29, Warrant #47 Refunds in the amount of $225,828.19, Warrant #48 Refunds in the amount of $73,671.87, Warrant #49 Expenses in the amount of $1,695,905.22, Warrant #50 Retirement payroll in the amount of $8,368,297.67 and redemption from the PRIT fund in the amount of $6,800,000.00, second by Kennedy. Agenda Item #7-Refunds/Transfers to Other Systems
Motion made by Scanlon to accept the forty-two (42) requests for refunds and transfers to other systems as presented to the Board. The names have been submitted to their particular Department, the Law Department and the Massachusetts Department of Revenue, second by Schmaelzle. Agenda Item #8-New Members
Motion made by Burns to accept the twenty-four (24) New Members for membership due to their employment within the member units of the Springfield Retirement System as presented to the Board, second by Kennedy. Scanlon, yes, Kennedy, yes, Schmaelzle, yes, Burns, yes, Moynihan, yes.
Agenda Item #9-Monthly Financial Reports
Motion made by Burns to accept the monthly financial reports for the month of May as presented to the Board, second by Scanlon. Scanlon, yes, Kennedy, yes, Schmaelzle, yes, Burns, yes, Moynihan, yes.
Agenda Item #10-Director’s Report
Executive Director, Susana Baltazar, updated the Board on all outstanding 91A requests for information of disability retirees who are not in compliance. After discussion, motion was made by Kennedy to grant an extension for them to submit their information to PERAC by August 3, 2026 to be in compliance. For those who are not in compliance with PERAC by August 3, 2026, the benefits will be terminated beginning on August 4, 2026, and only started again on the day that they are in compliance with PERAC, second by Schmaelzle. Scanlon, yes, Kennedy, yes, Schmaelzle, yes, Burns, yes, Moynihan, yes. Ms. Baltazar also provided an update on the outstanding Benefit Verification Forms. These retirees and survivors were sent reminders by mail and phone calls were made. Motion was made by Schmaelzle and second by Burns to send out another letter, certified as well as by regular mail, notifying them that their August benefits will be held until we receive the required Benefit Verification Forms. Scanlon, yes, Kennedy, yes, Schmaelzle, yes, Burns, yes, Moynihan, yes. Ms. Baltazar also updated the Board on the receipt of the FY 2027 appropriation, which was invested in PRIM as in prior years, the cost-of-living increases which will be effective as of July 1, 2026, and the PRIM monthly and year to date performance. Executive Director Baltazar also reviewed prior years’ performance results.

EXECUTIVE SESSION: Motion was made by Scanlon to enter into Executive Session pursuant to open meeting law and executive session exception #3, discussing litigation, and then to return to open session, second by Kennedy. Scanlon, yes, Kennedy, yes, Schmaelzle, yes, Burns, yes, Moynihan, yes.
