MINUTES OF THE SPRINGFIELD RETIREMENT BOARD MEETING
HELD ON, SEPTEMBER 2, 2015 AT 5:00 P.M.

Agenda Item #1-Minutes
Motion by Kennedy to accept the minutes of the meeting held on, August 3 and August 19, 2015, second by Moynihan and voted unanimously.

Agenda Item #2-Superannuations

Agenda Item #3-Warrants
Motion by Moynihan to approve the payments of the following warrants: Warrant #34-Refunds in the amount of $245,207.43, Warrant #35-August Retiree Benefits in the amount of $5,813,856.36, Warrant #36-Expenses in the amount of $ 39,537.39, second by Mantoni and voted unanimously.

Agenda Item #4-Refunds
Motion by Moynihan to accept the ten (10) requests for refunds second by Kennedy and voted unanimously.

Agenda Item #5-Redeposit of Refunds and Makeup of Contributions
Motion by Mantoni, to allow the redeposit of a refund for Franzuas Madera. Refund taken in 2013. Rehired, July 20, 2015 as Principal Clerk for Commerce High School, second by Kennedy and voted unanimously.

Motion by Moynihan, to allow the redeposit of a refund for Scott Campion taken in 2014. Rehired, August 10, 2015 as a Firefighter, second by Kennedy and voted unanimously.

Motion by Kennedy, to allow the makeup of contributions for Aweys Ali. Purchasing part time prorated (11 months) employment as a School Custodian, second by Burns and voted unanimously.

Motion by Moynihan, to allow the makeup of contributions for Martin Germain. Police cadet time of 3 years and 3 weeks, second by Burns and voted unanimously.

Agenda Item #6-Involuntary Ordinary Disability-Firefighter, William Sepulveda
Motion by Moynihan, to deny the Involuntary Ordinary Disability application for William Sepulveda, second by Kennedy and voted unanimously.

Motion by Moynihan to accept the Accidental Disability application submitted by William Sepulveda and request that P.E.R.A.C. convene a medical panel, second by Kennedy and voted unanimously.

Agenda Item#7-Involuntary Accidental/Ordinary Disability-Police Officer, Ricardo Ortiz
Motion by Kennedy, to deny the Involuntary Accidental/Ordinary Disability application for Ricardo Ortiz, second by Moynihan and voted unanimously

Motion by Kennedy to accept the Accidental Disability application submitted by Ricardo Ortiz and request that P.E.R.A.C. convene a medical panel, second by Moynihan and voted unanimously

Agenda Item #8-Survivor Benefits-Mrs. Barbara Ferris
Motion by Kennedy, to accept the §101 benefits to the surviving spouse of, Police Officer Stanley Ferris who retired in 1982 and passed away in 2015, second by Moynihan and voted unanimously

Agenda Item #9-Survivor Benefits-Mrs. Judith Roberts/Doty
Motion by Moynihan, to approve §9 benefits to the surviving Spouse of, Police Officer, Milton Doty who retired in 1997 and passed away in 2015, second by Burns and voted unanimously.

Agenda Item #10-Outstanding 91A compliance
Motion by Moynihan, to terminate the disability benefits effective September 28, 2015 for the following Accidental Disability Retirees that have not reported their 91A earnings to the P.E.R.A.C.: Retirees: James Kervick and Michael McClaflin, second by Kennedy and voted unanimously.

Agenda Item #11-Director’s Report
Executive Director, Anne Leduc spoke to the Board concerning the staff salary schedule for Calendar year 2016. The Board agreed to the steps that are currently in place for the staff and were informed that these steps should be earned and evaluation of work performance was done yearly.

The Director updated the Board on the current contracts regarding P.E.R.A.C. memo #18

Agenda Item #12-Attorney’s Report
Notice of a pre-hearing memo was needed for Suzanne DeFranco, who filed an appeal with D.A.L.A. based on her denial for accidental disability application,

Agenda Item #14-New Business
Motion by Moynihan to change the next retirement board meeting to October 7, 2015 at 5:00 P.M., second by Burns and voted unanimously.

Moynihan stated that the search for the Executive Director position should start and that applicants submit their resume by November 30, 2015 with an expected start date of March 1, 2016. The Board agreed that the applicants should have a minimum of 10 years experience with Chapter 32 and that the salary should be listed as negotiable. The Director said that it can be posted on the MMA (Mass Municipal Association). the City of Springfield and P.E.R.A.C. websites.

Motion made by Mantoni to Adjourn at 6:10 P.M. second by Moynihan.
