HELD ON, MAY 7, 2014 at 5:00P.M.

Agenda Item #1-Election by Declaration
Motion made by Moynihan and seconded by Kennedy to recognize Thomas Scanlon as the elected member of the Springfield Retirement Board. Voted unanimously

Agenda Item #2-Minutes
Motion made by Moynihan and seconded by Kennedy to approve the minutes of the meeting held on, April 9, 2014. Voted unanimously

Agenda Item #3-Superannuations
Motion made by Mantoni and seconded by Kennedy to accept the following Superannuation applications: Marlyn Casineau-Paraprofessional/School Dept. with 10 years and 10 months as of 6/20/14, DPW Director, Allan Chwalek- with 37 years and 7 months as of 5/31/14, Elizabeth Figueroa-Sr Prog Mgr/Comm Devel. With 42 years as of 7/2/14, Police Commissioner, William J. Fitchet with 41 years and 1 month as of 6/1/14, Jane Graves, School Principal Typist with 26 years and 9 months as of 7/5/14, Charles Hollis-Working Foreman II/Water & Sewer Comm. With 41 years and 7 months as of 6/13/14, William Rollins-Foreman I/Water & Sewer Comm. With 35 years as of, 6/6/14, Edgardo Rosa-Paraprofessional/School Dept. with 15 years and 4 months as of 4/22/14, Fire Captain, Robert Shewchuk with 35 years and 8 months as of, 4/21/14, Patricia Gosselin/School Dept. with 18 years and 2 months as of, 5/1/14, Police Sergeant, Richard Rodrigues with 32 years and 7 months as of 5/30/14. Agenda Item #4-Warrants
Motion made by Moynihan and seconded by Kennedy to approve the payment of warrant #15-Expense in the amount of $3,459.57, # 16-Refunds in the amount of $147,639.37, # 17-April Retiree Payments in the amount of $5,421,325.74 including a redemption of $5.1 million from the PRIT fund, # 18 Expenses in the amount of $54,110.94. Voted unanimously

Agenda Item #5-Refunds
Motion made by Mantoni and seconded by Moynihan to approve the eleven (11) refunds. Voted unanimously.

Agenda Item #6-Redeposit of refund
Motion made by Kennedy and seconded by Moynihan to allow the makeup of contributions to Shelley Whitley for the refund received from the Springfield Retirement System. Voted unanimously

Agenda Item #7-Acceptance for Makeup of contributions
Motion made by Moynihan and seconded by Kennedy to allow the makeup of contributions to: Kelly Gavin and Linda Humphries. Voted unanimously

Agenda Item #8- Accidental Disability-Christos Joanides/DPW Solid Waste Department
Motion made by Moynihan, seconded by Burns to accept the accidental disability application and request that PERAC convene a medical panel. Voted unanimously
Agenda Item #9-Involuntary Accidental Disability-Michael LeBlanc/Housing Authority
Motion made by Moynihan, seconded by Mantoni to accept the involuntary accidental disability application and request that PERAC convene a medical panel. Attorney Casartello noted that Mr. LeBlanc will also be filing his own disability application for more than one particular incident. Voted unanimously

Agenda Item #10-Involuntary Accidental Disability-Juan Ocasio/Police Department
Motion made by Moynihan, seconded by Kennedy to table the involuntary application until the June meeting in order for Officer Ocasio to acquire further medical information. Voted unanimously

Agenda Item #11- Involuntary Accidental Disability-David Starr/Police Department
Motion made by Kennedy, seconded by Moynihan to accept the involuntary accidental disability application and request that PERAC convene a medical panel. Voted unanimously

Agenda Item #12-Involuntary Accidental Disability-Eric Perez/Fire Department
Motion made by Moynihan, seconded by Mantoni to accept the evidence of the medical panel and application and grant accidental disability benefits. Voted unanimously

Agenda Item #13-Accidental Disability-Miguel Rodriguez/Water & Sewer Commission
Motion made by Moynihan, seconded by Burns to accept the accidental disability application and request that PERAC convene a medical panel. Voted unanimously

Agenda Item #14-Lease
Motion made by Mantoni, seconded by Moynihan to accept the terms of the City of Springfield lease of office space on the 70 Tapley Street property for a period from July 1, 2014 through June 30, 2015. Voted unanimously

Agenda Item #15-Director’s Report
Executive Director Anne Leduc spoke to the Board about a request from Crescendo IV Fund, LLC asking if we were interested in liquidate our position in the Fund. The Director forwarded the information to Tom O’Donnell, P.E.R.A.C. Compliance Officer for an opinion prior to the Board’s decision at the next meeting on May 21, 2014.

Agenda Item #16-Attorney’s Report
Attorney ViVenzio informed the Board that CRAB affirmed the DALA decision regarding the Eileen Ritchotte case and that she had the option to appeal to the Superior Court within 30 days which has since passed.

Agenda Item #17- New Business
The Director asked the Board to allow the evidence of the medical panel (just received in the mail today)
for Firefighter, Anthony Willis. It was noted that Willis was already retired for AD for another issue.
Motion made by Robert Moynihan, seconded by Haskell Kennedy and voted unanimously to approve accidental disability benefits to Anthony Willis.
