Motion made by Moynihan, seconded by Kennedy to approve the payment of Warrant #16-Expenses in the amount of $31,920.14, Warrant #17-Expenses in the amount of $22,251.92, Warrant #18-Refunds in the amount of $436,704.87, Warrant #19-April Retiree Payments in the amount of $5,822,610.73, including a $4,850,000.00 dollars from the PRIT fund, Warrant #20-Refunds in the amount of $11,354.40, Warrant #21-Expenses in the amount of $63,380.74

Motion made by Moynihan, seconded by Kennedy to approve the thirty-nine (39) requests for refunds. Voted unanimously

Agenda Item #5-Redeposit of Refunds and Makeup of Contributions
Motion made by Mantoni, seconded by Kennedy to approve the redeposit of refunds for: Timothy Allen, City Council, Dennis Brantley, Fire, Hope Button, Procurement, Katherine Chapdelaine, Police Dispatch and Scott DeMoe, Parks and the makeup of contributions for: Marianne Bigelow, Paraprofessional Voted unanimously

Agenda Item #6- Survivor Benefits-Mrs. Winifred Natale
Motion made by Kennedy, seconded by Moynihan to approve §101 benefits for the surviving spouse of Joseph Natale, retiree of the Springfield Police Department. Voted unanimously

Agenda Item #7-Involuntary Accidental Disability-Firefighter, Miguel Rodriguez
Motion made by Burns to deny accidental disability benefits based on the evidence of the application, seconded by Mantoni. Voted unanimously.

Agenda Item #8-Accidental Disability-Alla Crespo, School Department
Motion made by Kennedy to grant accidental disability benefits based on the evidence of the application, seconded by Mantoni. Voted unanimously

Agenda Item #9-Involuntary Disability-Police Officer, Kiesha Fairley
Removed for lack of evidence.

Agenda Item #10-Accidental Disability-Rowan Dallas, D.P.W.
Motion made by Mantoni to grant accidental disability benefits based on the evidence of the application, seconded by Kennedy. Voted unanimously

Agenda Item #11-Accidental Disability-Joanne Koetsch, School Department
Motion made by Moynihan to grant accidental disability benefits based on the evidence of the application, seconded by Kennedy. Voted unanimously

Agenda Item #12- Director’s Report
Executive Director, Anne Leduc reminded the Board Members about the PRIT seminar to be held in November at Holy Cross College in Worcester and also the PERAC Seminar to be held on May 20, 2015. Anne Leduc also spoke about the historical clean up on the retiree files and presented the Board Members with a listing of 3 (8) (c) payments which were never received and listed the retro amount due Springfield.

Agenda Item #13-Attorney’s Report
Attorney Vivenzio informed the Board about the settlement offer by Columbia Gas made on behalf of Firefighter, Anthony Willis. Attorney Vivenzio asked the Board for a vote authorizing Anne Leduc to accept the settlement. Motion made by Moynihan, seconded by Kennedy to authorize Anne Leduc to accept a settlement for offset rights on behalf of Anthony Willis.
Voted unanimously

Agenda Item #14-New Business
Haskell Kennedy, Phil Mantoni, and Bob Moynihan gave an overview of the NCPERS conference.

Agenda Item #15-Old Business
Motion made by Moynihan, seconded by Kennedy to approve §9 Benefits to Susan Placanico, surviving spouse of Firefighter, Giorge Placanico, retiree of the Springfield Police Department. Voted unanimously

Included in the agenda: Treasurer’s reconciliations for January, February and March 2015, Trial Balance, General Ledger, Receipts, Disbursement and Adjusting entries for January, February and March 2015, PRIM Board update for March 2015, PRIM Press Release, 2016 Budget, List of recent deaths, April Transfers
